Housing association has appointed Hformer RBH director Hilary Milne as new interim director overseeing its governance and compliance

A2Dominion, which received a non-compliant ‘G3’ rating from the regulator earlier this year, has appointed Hilary Milne as its interim group director of governance and compliance. Milne will start her new role next week.

The 38,000-home housing association said the appointment comes as the housing association continues to work closely with the Regulator of Social Housing on improvement plans to ensure compliance with governance standards.

Milne worked for Rochdale Boroughwide Housing (RBH) after it received a non-compliant ‘G3’ rating from the Regulator of Social Housing in December 2022, following the tragic death of two-year-old Awaab Ishak due to damp and mould in his housing association home.

The housing association said it picked Milne for the role due to her experience of supporting organisations with governance, risk management, internal controls, assurance and regulatory compliance in housing and other sectors.

Milne was director of governance and compliance at One Housing for over four years. Before that, she was the governance and compliance director at Genesis Housing Association, which merged with Notting Hill Genesis in 2018.

In May, A2Dominion appointed Paul Fiddaman, chief executive of Karbon Homes and Emma Palmer, CEO of Eastlight Community Homes, to its board as part of its strategy to help it regain complaince with the governance standard.

Palmer joined the group board and became the new chair of the customer service committee. Fiddaman is also on the group board, and joined the finance committee.

An A2Dominion spokesperson said that Fiddaman and Palmer have been appointed to the board “because they have the specific set of skills that we needed to achieve effective governance and improvements”.
