Raising HRA threshold could unlock 88,000 new homes, district councils say

DCN says current threshold for setting up a ring-fenced HRA deters local authorities from building

Changing Housing Revenue Account (HRA) requirements could unlock up to 88,000 new homes, according to a new report by the District Councils Network (DCN).

Under current rules, local authorities are permitted to hold up to 199 homes without setting up a ring-fenced HRA.
