£1bn framework could deliver between 2,400 and 5,000 homes
The Welsh Procurement Alliance (WPA) is looking for contractors to join its £1bn north and mid-Wales housing construction framework with a view to building anywhere between 2,400 and 5,000 homes over the next five years.
The £1bn framework has been divided into 10 areas – nine counties and one “super-lot” across eight areas in north and mid-Wales. Each area has been split into four value bands and bidders can apply for lots in two value bands.
The WPA said it may parcel up lots where there were insufficient numbers of bidders.
The works will include building new homes – houses, bungalows, apartments and care homes – and associated works including commercial facilities such as car parks and retail units.
Developments will range in size between up to five units to between six and 15 units, 16 to 49 units and 50 units and above.
In an OJEU notice published this week the WPA said it envisaged a minimum of five bidders to be invited for each of the four-value banded lots.
WPA director Neil Barker told Housing Today local councils had shown “significant interest” in developing housing projects and his organisation had been talking to dozens of contractors, most who had been recommended by social housing landlords.
The Welsh government has committed to delivering 20,000 new homes by the end of the current assembly term, which is 2021.
Contracting authorities who have asked to be named as potential commissioners have stated indicative targets for the preoposed housing under the framework of 2,420 homes, as per:

- Cartrefi Cymunedol Gwynnedd 550 by 2020
- Cartrefi Conwy 250 by 2024
- Clwyd Alyn 400-500 by 2023
- Flintshire 300 by 2023
- Grŵp Cynefin 360 by 2022
- North East Wales Homes Ltd 200 by 2022
- North Wales HA 200 by 2023
- Wrexham County Borough Council — tbc.
Interested firms have until 27 November 2019 to bid or request to participate in the framework.
