Regulator consulting on several changes to the ARC indicators
The Scottish Housing Regulator (SHR) has opened a consultation its proposed changes to the Annual Return on the Charter (ARC) indicators.
The ARC indicators are used by social landlords to report to the regulator on their performance against standards in the Scottish Social Housing Charter.
The SHR is proposing a number of changes to the ARC measures, including the introduction of three indicators relating specifically to damp and mould.
It is proposing to require landlords to report the average length of time taken to resolve cases of damp and/or mould; the percentage of resolved cases of damp and/or mould that were reopened and the number of open cases of damp and/or mould at the year end.
The SHR is also proposing to collect information on landlords meeting requirements to carry out electrical safety inspections and to install smoke alarms.
It is also proposing to re-introduce an indicator measuring properties that have been void for more than six months in order to allow the regulator t “collate a sector-wide picture of empty properties.”

Michael Cameron, chief executive at SHR, said “Our proposals reflect our discussions with various stakeholders, including the tenants we work with. It is important that the indicators we collect reflect what tenants consider to be important priorities for them.
“We would now invite feedback on these proposals from tenants, landlords, representative bodies, and anyone with an interest in social housing by 8 November 2024
SHR is also inviting views on the continuing appropriateness of existing ARC indicators and the removal of a small number of other indicators
The consultation closes on 8 November.
