Paradigm chair Richard Moriarty would continue in role for combined provider

The boards of Paradigm and Settle have approved an initial business case and announced designate appointments for their planned merger.

The two housing associations will now consult their residents on the proposed partnership and search for appointees to the remaining designate roles.

Richard Moriarty, current paradigm chair, has been named designate chair, while Settle’s chair, Sally Veitch, has been named as designate senior independent director.

Paradigm’s current chief executive and chief financial officers, Matthew Bailes and Nicola Ewen, have been picked as designates for the equivalent roles in the combined organisation.

The search is underway to pick other designate executive and board roles and the two boards will make a decision about whether to go ahead with the merger later in the summer.

When plans for the merger were announced last month, a target date in October was set for completion. 

Paradigm manages 17,000 homes in Buckinghamshire, Bedfordshire and Hertfordshire. Settle, currently led by interim chief executive Rod Cahill, has around 10,000 homes across Hertfordshire, Bedfordshire, Buckinghamshire and South Cambridgeshire.

After the merger, the combined organisation would have 30,000 homes, assuming Paradigm’s planned purchase of 3,500 homes from L&Q goes ahead.

Richard Moriarty, who has been Paradigm chair for the last year, is the chief executive of the UK’s Financial Reporting Council and was previously deputy chair of the Regulator of Social Housing. 

He said he was “focused on ensuring the new organisation delivers more for both existing and potential residents.”
