Asset Manager (2-year Fixed Term Contract*)

About us:
CESSA HA either owns or manages nearly 300 rented, charitable sheltered flats for people aged over 60 with an ex-service background, and their partners. The organisation has been independently assessed as an ‘Accredited Provider’ under the erosh* Code of Practice. The flats are split between 8 schemes (3 of which belong to a charity and are managed of their behalf by CESSAC), each with a Scheme Manager (although the 2 smallest share one). Six locations are situated either side of Portsmouth Harbour with another two being further afield (in Greenwich, London and Saltash, Cornwall).
The role:
Based in our Head Office in Old Portsmouth, Hampshire, this full-time role for 35 hours a week is initially for a 2-year fixed term contract period, with the need for it becoming permanent being kept under review*.
We are looking for an experienced person to, in liaison with the Housing & Services Manager, oversee and manage all housing-related asset management and H&S and maintenance-related major and capital procurement functions. The role will also be responsible for the organisation’s asset management strategy and the development of capital and revenue investment programmes to keep our homes in a safe, comfortable and aspirational condition for our tenants so as to ensure that our commitment to tenants is delivered efficiently and to Regulatory standards. Most elements of the Asset Manager role are expected to be undertaken in Head Office, but there is a Remote Desktop facility that enables staff to work outside the office should the need arise.
Experience required:
- Working in a Housing or Asset Management role that demonstrates knowledge and understanding of:
- Asset Management of Social Housing, including the effective management of Asset-based H&S and component records.
- Procurement legislation.
- Housing-related Health & Safety legislation.
- Housing-related Property Law.
- External stakeholder management, i.e. local government and other agencies.
- The wider strategic Housing environment and its implications on the services delivered by the organisation.
- Housing Repairs and Maintenance.
- Voids management.
- Managing Major, Planned and Capital works projects.
- Using data management and analysis to manage business performance.
- Excellent problem-solving skills, especially where solutions are not always transparent.
- Excellent time management, communication and negotiation skills at all levels of the organisation and with residents.
- Honesty, openness and empathy with older people, particularly those with an ex-Service background.
- Competent use of computerised information and management systems including IT packages.
- Clean driving licence and access to a car insured for business purposes.
- DBS clearance (or ability to obtain it, i.e. no personal history that would preclude it).
- Candidates will need to be able to highlight how they develop rapport with tenants, and the volunteer tenant and Housing Committee groups.
Benefits:
- Salary - Up to £54,075, depending on experience and qualifications. Employment will be subject to a six-month Probationary period, during which a probationary rate of pay will be payable, as determined by the experience and qualifications of the successful candidate.
- Pension - CESSA HA/CESSAC belong to the Pensions Trust/SHPS and offer the options of a Defined Contribution Scheme or auto-enrolment. For the former, the employer will add double (up to a maximum of 10% of salary) to the employee’s contributions.
- Annual leave – Initially 25 days per annum plus statutory bank holidays, rising by one day per year to 30 days per annum, plus statutory bank holidays.
