Delegates arrived at Scotland’s Housing Festival with a lot to talk about. The country’s social housing sector finds itself in the middle of a tumultuous period, with major grant cuts and the declaration of a housing emergency barely in the rear view mirror, a housing bill featuring new responsibilities and new controls on rent in the works, and an election on the horizon.
