Scotland has always been proud of its differences from the rest of the UK. For centuries it has retained a distinct legal system, since 1999 it has had its own government, and to this day 1.5 million speak the nation’s own Scots language. So it is perhaps no surprise that, in the words of Sally Thomas, chief executive of the Scottish Federation of Housing Associations, the social housing sector in Scotland is also “very, very different”.
