We must all work together strategically on a long-term plan to ensure our homes are no longer old and cold, writes David Orr

24 years ago, I spent a year on secondment to the Scottish Government, advising ministers on community ownership of housing.

In one of those conversations you overhear in the office, a senior civil servant who had been tasked with advising government on how to support poor people to heat their homes in winter said: ”the easiest and quickest way is to increase benefits to cover the extra cost.”
